The University Grants Committee (UGC) of Hong Kong is a non-statutory advisory body established to guide the development and funding of higher education in the region. Appointed by the Chief Executive, the UGC comprises local and international academics, university administrators, and community leaders, advising the government on the strategic needs of eight publicly funded universities, including The University of Hong Kong, The Chinese University of Hong Kong, and The Hong Kong Polytechnic University. Beyond funding allocation—provided as block grants—the UGC oversees quality assurance through the Quality Assurance Council (QAC) and drives research innovation via the Research Grants Council (RGC), managing competitive schemes like the General Research Fund and Collaborative Research Fund. With a mission to advance Hong Kong as a global education hub, the UGC fosters teaching excellence, research impact, and knowledge exchange with society.
